This week, the American Academy of Audiology, in collaboration with the Florida Academy of Audiology (FLAA), voiced concerns about House Bill (HB) 1341—legislation that would restrict the use of the title “Doctor” in clinical settings to physicians. The bill, which has been reintroduced in previous legislative sessions, raises important questions about how qualified healthcare professionals, such as audiologists, are recognized and represented in patient care.
Understanding the Implications of HB 1341
House Bill 1341 proposes limiting the title “Doctor” in health-care settings exclusively to licensed physicians. While the bill’s “purpose” is to enhance transparency and protect public health, existing Florida laws already provide clear protections in this area. Florida statutes already prohibit individuals from falsely presenting themselves as physicians and address the misuse or falsification of academic credentials. Given these safeguards, the Academy and FLAA believe HB 1341 is unnecessary and could create confusion around the qualifications of other highly trained health-care providers, such as audiologists. Rather than improving patient understanding, the legislation risks diverting attention from more meaningful efforts to strengthen Florida’s health-care system.
The Academy requested Speaker Daniel Perez (R-FL) and members of the Florida House Health and Human Services Committee to reject HB 1341. The Academy’s government relations team continues to monitor and respond to legislation that may affect audiologists’ ability to practice and advocate for their patients.

House Bill 1341 has advanced to the House floor for a second reading, bringing it one step closer to final passage. In response, the Academy—alongside the Florida Academy of Audiology (FLAA)—has launched a grassroots advocacy campaign empowering Florida residents to contact their state representatives and urge a NO vote on this harmful bill. The Florida Legislature is scheduled to adjourn on Friday, May 2, and while HB 1341 has not yet been placed on the calendar, it remains eligible for consideration through this week. House Bill 1341 failed to advance before the Florida legislature adjourned last Friday, marking a significant victory for audiologists and patients. In response to the bill reaching the House floor in late April, the Academy and FLAA activated a messaging campaign that generated a strong wave of opposition from Florida residents. Thanks to this collective advocacy, the bill failed to pass.
